On 1 May 2019 it was renamed the UN Office for Disaster Risk Reduction. The 2019 report is accompanied by an executive summary called GAR Distilled. It could be argued that political decision making is the greatest barrier of all to successful disaster risk reduction. The GAR notes that "we all live in communities".

In the period 2000 to 2019, there were 7,348 major recorded disaster events claiming 1.23 The report “The Human Cost of Disasters 2000-2019” also records major increases in other categories including drought, wildfires , and extreme temperature events. So, how can public and private sectors cultivate climate change resilience?

What does all this mean for Britain? In some instances, notably the Manchester Arena bombing and the Grenfell Tower fire (both in 2017), the shortcomings have been nothing less than scandalous (Kerslake 2018, Moore-Bick 2019).
