Since the start of the crisis, I have constantly affirmed that the key to understanding the effects of this pandemic is the UK Government's failure to give adequate weight to emergency planning and management (Alexander 2020a, 2020b). Again, the devastating hurricanes in the Caribbean in 2017 can be seen as part of this change. In the 1990s, we had lots of transport and natural disasters, so emergency planning came of age. When BC started, I know of a Scottish Local Authority which spent £100k on external consultants to develop their BC plans.
