There is thus no reason why BCM should not apply to public bodies. Reality: There may indeed be villains, although the 'therapeutic community' that prevails in the aftermath tends to mitigate their effect, but most people who act selflessly and in favour of others are not strictly heroes but are just doing their jobs as best they can.
