In these countries responsibility for coordinating local emergency actions is delegated to the regions.

What does all this mean for Britain? If we look at major emergencies in the UK over the last 25 years or so, there have been significant deficiencies in the response in just about every case. In the UK this is the Civil Contingencies Act of November 2004. Above all, this is a matter of local pride, not merely expediency.
