It is internal, not external.
There will only be a few selected individuals and nations who choose to believe what Russia might come up with for a reason to invade Ukraine. Whatever the rationale is that is given, the true audience is internal to Russia, not the rest of the world.

Whatever is concocted to justify invading Ukraine, it is Russia’s own citizens who are the intended audience. We don’t have to believe it, but within the Russian government they just need their own people to believe it.
