When Will the Notice of Funding Opportunity (NOFO) Be Out?

I was thinking that since Congress finally passed funding legislation that we would almost immediately see the NOFO come out, in March at the latest.

This comment came from a federal discussion on the nonprofit grant, but usually the guidance all comes out together, unless there are some new twists or a new grant itself. I was surprised to read this: “I participated in a phone call this morning with our FEMA analyst in Washington, DC and was advised that the Notice of Funding Opportunity (NOFO) will not be released until the first or second week of May.”

If it is that late, all it does is take time away from states and local jurisdictions to do their work and comply with submission guidance. In the military there was a rule that the higher level headquarters would only take one-third of the planning time and allow subordinate organizations two-thirds of the planning time. That certainly is not happening here, if May is the timeline for the release of the NOFO.
