Of all the phases of emergency management, disaster recovery is one of the hardest to understand and execute on. In this podcast, which is focused on public agencies, states, counties, cities and special purpose districts, FEMA public assistance is the focus.

I remember just a couple of years ago, a state emergency management director was handed his walking papers because the disaster recovery process for the state was such a mess.
