Emergency planning is an essential tool in the response to a pandemic. Planning is more a process than an outcome. Emergency response has three ingredients: plans, procedures and improvisation. The response must be fair and equitable. However, the pandemic must be managed at the local level.

All levels of public administration should be required to produce emergency plans and maintain them by means of periodic updates.
