This is the latest revision of a document was developed a dozen years ago at the FEMA Higher Education Conference, which is a conference of 300 academics with about 7 actual practitioners present. It should be sent to the International Association of Emergency Managers Conference for an OPEN forum discussion before being accepted as appropriate for a Profession of Practitioners.
