I fear that Dr Gall is being way too kind to CA. The history is pretty clear. CA has artificially boosted the cost of new construction. For example, solar panels are mandated, jacking up the cost of an average house by about $20K. CA’s insurance commission wouldn’t allow State Farm to raise their rates enough to cover this and other mandates. QED.
