Yes FEMA has hired new people but there are plenty of experienced reservists sitting at home waiting for deployments. FEMA needs to do a better job of allocating its’ existing workforce and also insure that each disaster, regardless of whether it is a PA and or IA declaration have qualified people taking images for both local,state and federal agencies, instead of relying on those on the ground providing images which may or may not be properly taken with industry accepted captions.
