Shoe-horning slow onset crises into the Stafford Act is not a good idea. It’s a bit like trying to make a hammer that’s also a screwdriver. The answer for the “slow onsets” and for mitigation of climatic conditions is increased funding for communities to hedge their risks. FEMA might be the answer, but personally I think HUD might be a better choice.
