Good article. It always seemed to me that FEMA’s effectiveness rested to a great extent on the level to which the President was interested in (and supported) the FEMA mission and staffed its top tiers with competent people. In my opinion, that description fits Presidents Reagan, Clinton, Obama, and Biden, but neither the Bushes nor Trump seem to have cared much about FEMA one way or another. The results showed.
