In 2006 the Government Accountability Office found that up to $1.4bn of disaster-relief payments made by the Federal Emergency Management Agency (FEMA) were improper and possibly fraudulent. The FBI estimates that up to $6bn of $80bn in government funds earmarked for reconstruction went to insurance fraudsters.
