In the UK this is the Civil Contingencies Act of November 2004. Oddly, it was sidelined during the pandemic as the Cabinet Office Minister, Michael Gove, judged it to be 'too extreme'. The real problem is that the British emergency planning, management and response system is fragmented and incomplete.
