In 2003, the National Center for Disaster Preparedness (NCDP), Columbia University, was founded to provide an academically based, interdisciplinary center focused on the capacity to prevent, respond to, and recover from disasters. At the same time, we see widening inequalities in who has access to recovery resources, and disparities in vulnerability that are too often predictable by socioeconomic status, race and ethnicity. Amidst all of this, we are overly dependent on a shadow budget for disaster response and relief that no one is planning.
